Press release issued over report of OHCHR Office

The Ministry of Foreign Affairs of the Republic of the Union of Myanmar issued a press release on 8 February, relating to the Interviews with Rohingyas fleeing from Myanmar since 9 October 2016 reported on 3 February 2017 by a delegation sent by the United Nations High Commissioner for Human Rights’ Office (OHCHR) to Bangladesh.

The press release of the government mentioned that the Investigation Commission led by Vice President U Myint Swe is conducting investigations over the accusations; instructions have been given to the security troops to carry out their tasks related to the affairs of Rakhine State within the framework of rule of law in line with the human rights and not to use extreme force; action will be taken against any offenders under the law if firm evidences related to violating the human rights are found; and the Investigation Commission will scrutinize whether all accusations including the accusations of combing the region are correct or not.

An incident occurred that the terrorist groups stimulated with the foreign fund violently raided three outposts of border guard police force in northern part of Rakhine State on 9 October 2016, leaving 10 security personnel dead and bringing 65 guns and ammunition. As the incident was very dangerous, encroaching not only the sovereignty of the State but also security, peace and stability of the region as well as life and property of the people, the combined security troops including the Tatmadaw and the Myanmar Police Force performed clearance operations in the region to be able to expose the terrorists and promptly retake the arms and ammunition seized by the terrorists.

Officials at all levels are giving instructions and supervision to ensure that security forces stay away from using excessive force and committing human rights violations in conducting area clearance operations within the framework of law. Legal action will be taken against anyone who breaks anyone of the directives.

The Tatmadaw forms the investigation group with the participation of the following persons to ascertain whether there are unlawful acts including human rights violations committed by the security forces in conducting area clearance operations:
