Rohingya: NVC is Genocide Card

Thailand FM said “Myanmar might issue verification cards to Rohingya" but Rohingya called it "Genocide Card.”
Myanmar is considering issuing National Verification Cards (NVC) to Rohingya refugees who want to voluntarily return from Bangladesh to the strife-torn Rakhine state, Thai Foreign Minister Don Pramudwinai said on Saturday. 
Asean foreign ministers met on the sidelines of the Asean Summit and discussed repatriation of the refugees following the long stalemate since November last year when the refugee group resisted the plan due to fears about their safety.
“We discussed safe repatriation and recognition of their status in Myanmar society upon their return,” Don told reporters after the meeting.
Myanmar authorities would issue them an NVC, a step towards recognition of their identity, he said.
More than 740,000 Rohingya refugees fled from violence in Rakhine state since August 2017 after a heavy-handed “clearance operation” by the Myanmar military in responding to attacks on security outposts.
Myanmar and Bangladesh agreed on a repatriation deal in late 2017 but it is yet to be implemented. Don said both countries needed to set the terms, conditions and timeline and the screening procedure.
Asean has agreed to enhance its role and visibility in humanitarian assistance, repatriation and sustainable development in Rakhine state. 
Asean Secretary-General Lim Jock Hoi and an assessment team from the Asean Coordinating Centre for Humanitarian Assistance on Disaster Management visited Rakhine several times between December and May. Their report on the matter was circulated among ministers for further discussion and instruction.
Rohingya wants to send a message to the Asean that Myanmar’s NVC for Rohingya is one of the major issues of the crisis; issuing NVC to the Rohingya isn’t sufficient, need to be guaranteed restoration of full citizenship rights.
According Myanmar’s 1982 Citizenship Law, no Rohingyas can have Rights to be a citizen of Myanmar, must be amended unless unacceptable and Rohingya won't repatriate.

"We have called to stop NVC, is a Genocide Card and we want to see peace and harmony inside Rakhine state, we want our Rights back, we want justice and we want back to our native land and original home before 2020 election, to participate there" Rohingya refugee said.

“NVC is a Myanmar Government's tragedy for non-Buddhists especially for Rohingyas and Muslims, most dangerous genocide alert. We denied accepting NVC as it is for only newly citizenship applicants, we are aborigines of Arakan state, the government is forcing to apply for 2nd and 3rd class citizenship as Bangali” Rohingya said.

Rohingyas in Rakhine state and Rohingyas refugee camps have repeatedly called to stop forcing NVC, and rejected the NVC process. The NVC process is based on the discriminatory 1982 Citizenship Law which should urgently be amended.

The Asean should not give more chance to lie & manipulate Rohingyas as they have manipulated twice before, in 1978 and 1992.
